Class Description

Archaeological Resource Investigations’ five-day Submerged Cultural Resources Law Enforcement Class provides training on all aspects of the investigation and prosecution of archaeological crimes involving submerged cultural resources. Instructors for the class are recognized national experts in this area of law enforcement. Topics covered in the class are:

  • Legal Overview and Historical Chronology of Laws Protecting Submerged Cultural Resources
  • Submerged Cultural Resources Law
  • Submerged Cultural Resources Legal Case Studies
  • Submerged Cultural Resources and the National Oceanographic and Atmospheric Administration
  • The Archaeological Resources Protection Act and Other Federal Statutes and Regulations Used to Prosecute Archaeological Violation Cases
  • Federal Sentencing Guidelines and the New Cultural Heritage Guideline
  • Archaeological Crime Scene Investigation
  • Archaeological Damage Assessment
  • Testifying in Court in Submerged Cultural Resources Cases

A submerged cultural resources field trip and a submerged cultural resources crime scene practical exercise also are included in the class. In the submerged cultural resources crime scene practical exercise, class participants will be required to carry out crime scene investigation and field damage assessment procedures at a mock submerged cultural resource crime scene.

Targeted participants for the class are law enforcement officers and archaeologists employed by federal, state and local government agencies and federal, state and county prosecuting attorneys. Participants should be assigned to management units or jurisdictions that include submerged cultural resources. Diver certification is desirable, but not mandatory.
